  • Candidates use AI to apply to many more jobs. Recruiters use AI to screen the flood of applicants. Bot against bot turns the hiring funnel into an AI doom loop that drains signal and breaks trust. No one is happy.
  • Breaking that loop takes orchestration: With the ATS at the center of the ecosystem, sourcing, interviewing and job seeker solutions all work together so the right person and the right role can come together at the right time.
  • Quality signal is created as hiring happens – through Dream Job, applications, Voice AI conversations, scorecards and more.
  • Effective orchestration rests on the process, the people and the signal being together in one place, and it’s measured by one outcome: a hire.

Greenhouse CEO Daniel Chait on why hiring is stuck in an AI doom loop – and how the Orchestrated Hiring Ecosystem brings the ATS, sourcing, interviewing and job seekers together into one trusted place for hiring in the AI era.

‍

Hiring has changed drastically since then. Picture a recruiter on a Monday morning with hundreds of new applications for one role. Some are strong, some seem polished by AI and very similar, and others might have come from people who applied to forty jobs before breakfast. She has an hour before her first meeting and a big challenge: From this pile of resumes, there’s no way to tell who’s genuine or who’s right for it.

That recruiter’s not alone. In our 2026 Greenhouse AI in Hiring Report, 34% of hiring managers said they spend up to half their week filtering spam and junk applications. Job seekers feel the pressure too: 49% applied to more jobs than the year before, and 46% said their trust in hiring had dropped. Every new AI tool adds speed and volume, yet trust keeps slipping. We call all of it the AI doom loop.

Breaking that cycle takes a new way to bring recruiters and candidates together – a hiring ecosystem where employers and job seekers already are, where the right person and the right role can come together at the right time, and where humans make the decision.

Moving beyond the ATS model

Hiring was broken long before any AI tool showed up. But fixing it has proven elusive because hiring has always happened across a confusing jungle of disconnected tools: a resume on one website, a job ad posted on a job board, the hiring process sitting in an ATS, the interview happening in a separate tool again. Companies use ten or more hiring tools on average, and 61% of recruiters say poor integration across them is one of their biggest frustrations, according to The State of the Recruiter Experience, our joint report with Aptitude Research. No one owns the whole journey.

Greenhouse built structured hiring into the ATS – a discipline for what great hiring looks like, run the same way every time – and more than a billion applicants have since moved through it. That’s still the foundation everything else stands on. But the ATS model is no longer enough; by the time a flood of applications hits a recruiter’s inbox, it’s already too late: no amount of structure inside one tool can fix a broken job market.

If we’re going to truly reimagine hiring for the AI era and design entirely new hiring experiences, an ecosystem where all of hiring happens and everyone takes part, is the way forward.

Hiring has to work for everyone

We built our mission around a simple fact: we needed to fix hiring for job seekers if we are going to truly fix it for companies. They are two sides of the same coin. So we set our mission, to make hiring work for everyone. And our vision, of a universal hiring platform with humanity and trust at its core, is how we will achieve it.

We’re making great progress every day. Here are just a few examples of how this new approach of fixing hiring for both sides has already started to deliver real results:

Dream Job was named one of Time’s Best Inventions of 2025 for solving a real problem for job seekers: letting them flag one application a month as their top pick, so recruiters know who’s genuinely interested. Application status tracking and job alerts in our candidate portal let candidates know what’s actually open, know where they stand for roles they’ve already applied to, and hear about new openings right away. Each one solves a job seeker issue, but importantly, each one also helps employers at the same time: a priority inbox with stronger signal; fewer “where am I in the process” emails clogging a recruiter’s day; a stronger pipeline of active and engaged talent.

This is a new approach to how hiring should work in the AI era, and it’s why describing ourselves as an applicant tracking system is no longer sufficient.

Instead, when the ATS, sourcing, interviewing and the candidate experience work as one, it now has a new name: an Orchestrated Hiring Ecosystem. This is both the frame for understanding what we’ve already built, and the direction we’re taking it next.

What an Orchestrated Hiring Ecosystem looks like today

Every stage of hiring – a resume, an application, a conversation, a scorecard – is a chance to find signal. The Orchestrated Hiring Ecosystem in Greenhouse goes further: it brings together the process, the people and the signal between them so a person and an opportunity line up at the right moment, all in one place. Each piece works well independently. Together, they solve problems in new ways that were never possible before.

The process: The right moment

Orchestrated hiring runs every stage in one place, from sourcing to onboarding, with the ATS still running the structured process underneath it. Sourcing brings candidates forward the moment a role opens, structured interview plans keep evaluations consistent, and nothing gets lost between tools or to days of back-and-forth scheduling.

The people: Everyone in one place

An ecosystem is defined by its participants. Hiring teams work here together, sharing the same scorecards and notes instead of piecing it together across separate tools. Millions of job seekers are here too, with profiles in the candidate portal that tell their whole story the way a resume never could. Humans still make the decisions and are accountable for the outcomes. AI works alongside them, not instead of them.

The signal: Evidence you can trust

So far, AI has added so much noise and buried the real signals; it can polish resumes into sameness, let scammers produce fake job postings at scale, and make it harder to know what’s real and who’s who. Greenhouse’s Orchestrated Hiring Ecosystem brings back real signal and trust to hiring. Signal gets produced as hiring happens across the ecosystem: an application, a Dream Job, a scorecard, or a Voice AI conversation. That’s how we bring real signal and trust back into hiring.

Reimagining hiring for the future

With a single ecosystem, no one is an afterthought in someone else’s tool. Employers, job seekers, the AI working on their behalf and the signal between them all work in one place, something the ATS model could never offer. It’s also why resumes, job ads, interviews and scheduling all still feel stuck: they’re symptoms of the same disconnected model, and exactly what an ecosystem, not a single tool, can finally fix.

We judge all of it by one measure: make hiring work for everyone. Every capability we build, including the AI, answers to that outcome.

Greenhouse was founded on a simple belief: hiring should be done well, done transparently and done for everyone involved. That belief hasn’t changed. What’s changed is everything we’ve built around it – an ecosystem where the right person and the right role come together at the right time, with a human making the final call.

FAQs

What is an Orchestrated Hiring Ecosystem?

It’s the universal hiring platform, with employer solutions across ATS, sourcing, and interviewing; and job seeker solutions together in one place. Signal gets produced as hiring happens instead of band-aids applied afterward, and a person still makes every decision.

Is Greenhouse moving away from being an ATS?

No. The ATS is still the center of the ecosystem – structured hiring runs through it exactly as it always has. Orchestration adds the rest of hiring around that center; it doesn’t replace it.

What is the AI doom loop in hiring?

It’s the cycle where candidates use AI to apply to more jobs and employers use AI to screen more applications. Volume goes up, visibility drops and trust in hiring drops with it.

What happens to resumes, job ads, interviews and scheduling in an Orchestrated Hiring Ecosystem?

They stop being disconnected artifacts. Job seekers get a fuller profile than a resume ever allowed, interviews open up to more candidates through Voice AI, and scheduling happens the moment a role opens instead of days later. All of it works because the whole journey runs in one place instead of five.

Do people still make hiring decisions with Greenhouse?

Yes. AI brings candidates and opportunities forward faster, but a person reviews the evidence and makes the call on who advances.
